Situated in Rock County, Wisconsin, the City of Milton is a growing community with a skilled workforce, active economic development programs, and a rich historic identity anchored by its two downtown districts. To thoughtfully manage growth and chart a course for the future, Redevelopment Resources and Studio GWA partnered with the City to develop a strategic, long-range Comprehensive Plan to guide decision-making through 2045.

The plan addresses Milton's key challenges, including shifting household demographics driving demand for diverse housing types, affordability pressures affecting young families, essential workers, and seniors, and the need to diversify an economy anchored by a strong but concentrated manufacturing base. The plan also advances the city’s multimodal transportation efforts, safeguards natural and historic resources, and coordinates municipal service efforts over the next 20 years. 

The Milton 2045 Comprehensive Plan demonstrates how small-yet-vibrant communities can evolve for sustainable, productive growth, all while preserve the small-city character and quality of life for which Milton is known.
